Phil Ruffin
Phil Ruffin built a business career in Kansas before becoming a major independent casino owner on the Las Vegas Strip. His Las Vegas history runs through purchases and sales of established properties, particularly the New Frontier, Treasure Island and Circus Circus.
Born in Texas and raised in Wichita, Ruffin worked in retail before developing his own businesses. Wichita State University's account of his career describes a convenience-store venture begun in 1959 that expanded across several states. His interests later included commercial property, hotels, manufacturing and gaming. The range matters because his casino investments grew from an existing business portfolio; Las Vegas was a later expansion rather than his starting point. He entered the casino industry in the Bahamas before buying on the Strip.
Ruffin purchased the Frontier in 1998 and reached an agreement with the union whose workers had been on a prolonged strike. The property operated as the New Frontier during his ownership. He sold it in 2007, before buying Treasure Island from MGM Mirage in March 2009 for $755 million. Those transactions placed him on opposite sides of very different moments in the property market. They also made him part of two distinct resort histories: the later years of an older Strip casino and the independent ownership of a resort originally developed by Steve Wynn's company. His partnership with Donald Trump produced another project, the Trump International hotel in Las Vegas.
In December 2019, MGM Resorts completed the sale of Circus Circus and thirty-seven adjacent acres to a Ruffin affiliate for $825 million, subject to final adjustments. The purchase extended his interests farther north along the Strip and included a resort with a markedly different character from Treasure Island. The transaction transferred an existing hotel-casino and land; it was not the creation of Circus Circus or the first use of the neighboring festival grounds. Ruffin's Las Vegas story is consequently best followed through the dates and terms of particular acquisitions. The names on those properties can conceal how often control changes while buildings remain in operation. His career makes that business side of the Strip visible: land assembled or sold, older casinos given another ownership chapter, and individual investors operating alongside much larger publicly traded resort companies.
