Tuscany began with hotel guests before it began with casino players. Its all-suite hotel opened in December 2001 on East Flamingo Road, followed by the casino on January 17, 2003. The two dates describe different stages of the same property.

Developer Charles Heers had bought the site from the Howard Hughes estate in 1988 and struggled to finance an earlier Caribbean-themed resort proposal. A large ship-shaped sign advertised that unbuilt project for years. Tuscany was the resort that actually emerged on the land; the Caribbean proposal is part of its development story, rather than an earlier operating casino.

At the casino’s opening, general manager Bruce Fraser was trying to attract a mixture of convention visitors, tourists and local customers, including Strip workers. The existing 716 suites gave the property a hotel business to build upon. Contemporary reports also described a convention center still under construction. Tuscany’s growth therefore involved several linked uses of the grounds, rather than a single finished complex arriving on one opening night.

The property continued to develop its place in the neighborhood. In March 2021, Circa Sports opened a satellite sportsbook at Tuscany, extending the sports-betting brand beyond Derek Stevens’ own casino properties. That partnership added an operator within Tuscany; it did not turn the whole resort into another name for the Downtown Circa hotel-casino.

By October 2026, Tuscany’s own website still presented an operating hotel, casino, restaurants and entertainment venues at 255 East Flamingo Road. Its Piazza Lounge and Copa Room offered live entertainment, including The Rat Pack Is Back tribute show. That present-day program gives the property another connection to Las Vegas’ entertainment traditions alongside its suites and gaming floor.

The opening date shown here is the hotel’s December 2001 beginning. Casino gambling followed in January 2003. The map marks the resort vicinity at a previously supplied venue point close to the casino building’s northern edge; it does not identify a visitor entrance, the original walls or the boundary of every hotel building.

What remains uncertain

  • The displayed December 2001 opening is for the hotel. The casino opened January 17, 2003.
  • The existing venue point is near the casino’s mapped northern edge; current community mapping does not establish an entrance or historic surveyed walls.
